An Interactive Digital Database for Archiving Public Policies on Migration and Asylum in Egypt and the Mediterranean Region
The “Legal Library on Migration and Asylum” is the first specialized and reliable digital database dedicated to archiving and organizing legislation and public policies related to migration, asylum, and refugee rights in Egypt and the Mediterranean basin countries. This initiative comes as part of the platform’s efforts to establish a comprehensive reference that supports human rights advocacy, research, and media work, while enhancing transparency and access to information for all stakeholders in this vital field.
The library aims to provide a solid research reference that enables lawyers, researchers, journalists, and policymakers to gain immediate and easy access to a wide range of legal texts and official documents—both international and national—allowing for the development of accurate knowledge about the legal frameworks governing migration and asylum. This initiative responds to the growing need for a centralized platform that brings together relevant legislation and references from their original sources and facilitates their use in legal practice, human rights defense, political analysis, and alternative policy studies.
Current Library Content
In its first version, the library includes more than 61 laws and official documents, covering:
-
Constitutional texts and national laws related to migration movements, the regulation of asylum, and the rights of foreigners in Egypt.
-
Ministerial and regulatory decisions affecting the situation of refugees and migrants.
-
International and regional conventions, foremost among them the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, in addition to several bilateral and multilateral agreements.
-
Judicial rulings issued by Egyptian courts in cases related to migration and asylum.
-
UN reports and recommendations issued by international bodies specialized in migration and asylum.
-
Executive orders, government strategies, and national policies directly or indirectly related to migration.
-
Research papers, explanatory notes, and analytical briefs published by the Refugees Platform in Egypt to enhance legal and political understanding of these issues.
Interactive Features of the Library
The library offers an interactive search and retrieval interface that helps users access legal texts from their original sources with accuracy and speed. This contributes to enabling:
-
Comparative analysis between national and international legislation, and between the policies of Egypt and Mediterranean countries.
-
Support for building legal pleadings and developing human rights arguments based on documented official texts.
-
Documentation of violations related to the legal protection of refugees and migrants within a methodological framework grounded in clear legal rules.
-
Strengthening research and media work by providing reliable, ready-to-use, and citable sources.
The library also links national laws and policies with international standards, including conventions, protocols, and UN recommendations that form the global legal foundation for the protection of refugees and migrants.
Project Vision
Through this project, the Refugees Platform in Egypt seeks to build a comprehensive knowledge base that enables various actors to:
-
Understand the legal and institutional context of migration and asylum in Egypt and the Mediterranean region.
-
Support litigation and human rights advocacy efforts on solid, well-documented foundations.
-
Enhance transparency and promote public access to legal information.
-
Establish a strong basis for research and analytical approaches to migration issues.
-
Unify legal knowledge sources related to asylum, facilitating cooperation and information exchange among lawyers, researchers, and media institutions.
While recognizing the growing need for a reference database, the team of the Refugees Platform in Egypt affirms its full commitment to continuously developing this library to become a primary reference for all stakeholders engaged in migration and asylum issues—thereby reinforcing the principles of justice and supporting ongoing efforts to defend refugee and migrant rights and promote legal awareness.
This framework represents a first step toward the continuous expansion of the database, as the platform works on regular and interactive updates whenever new legislative developments occur, official documents are issued, or relevant UN recommendations emerge.
