A campaign launched by the Refugees Platform in Egypt calling for the improvement of Egyptian migration and asylum policies in line with constitutional and international obligations, as well as the legal principles established by Egyptian law. The campaign includes a series of legal publications—such as analyses, proposals, and reports—developed by the Refugees Platform in Egypt with the aim of improving Egypt’s migration and asylum policies.

أولًا: المؤسسات والهيئات

اللجنة الوطنية التنسيقية لمكافحة ومنع الهجرة غير الشرعية والاتجار بالبشر

هيئة حكومية مصرية أُنشئت بقرار مجلس الوزراء رقم 192 لسنة 2017،
تتولى التنسيق بين الجهات المعنية لمكافحة الهجرة غير النظامية
والاتجار بالبشر، وتطوير السياسات الوطنية ذات الصلة.

صندوق مكافحة الهجرة غير الشرعية والاتجار بالبشر

صندوق حكومي مصري أُنشئ بقرار مجلس الوزراء رقم 369 لسنة 2023،
يهدف إلى مكافحة الهجرة غير النظامية والاتجار بالبشر
وتقديم الدعم للمتضررين.

الشراكة الأوروبية المصرية

إطار للتعاون بين الاتحاد الأوروبي ومصر
في مجالات تشمل الاقتصاد والهجرة والأمن.

خفر السواحل المصرية

جهاز أمني تابع للقوات البحرية بوزارة الدفاع،
مختص بحماية الحدود البحرية ومكافحة الهجرة غير النظامية.

الإدارة العامة للجوازات والهجرة والجنسية

جهة تابعة لوزارة الداخلية مختصة بتنظيم إصدار جوازات السفر
وتنظيم إقامة الأجانب والرقابة على حركة الهجرة.

المجلس القومي للمرأة

مجلس قومي مستقل طبقًا للمادة 214 من الدستور المصري،
يهدف إلى تعزيز وحماية حقوق المرأة.

المجلس القومي للطفولة والأمومة

هيئة قومية مستقلة معنية بحماية حقوق الطفل
وتعزيز قضايا الطفولة والأمومة.

ثانيًا: مصطلحات الهجرة واللجوء

الهجرة غير الشرعية

ترفض منصة اللاجئين في مصر استخدام هذا المصطلح
لما يحمله من تجريم لفعل الهجرة،
وتستخدم بدلًا منه مصطلح
الهجرة غير النظامية.

في حال استخدامه تشريعيًا يتم وسمه مع الإشارة لرفضه حقوقيًا.الهجرة غير النظامية

انتقال الأفراد خارج القنوات النظامية للهجرة،
دون أن يعفي الدول من التزاماتها بالحماية الدولية.

اللاجئ / اللاجئة

شخص فر من بلده بسبب خوف مبرر من الاضطهاد
وحصل على حماية دولية.

المرجعية: اتفاقية 1951 وبروتوكول 1967.طالب / طالبة اللجوء

شخص تقدم بطلب لجوء ولم يتم الفصل فيه قانونيًا بعد.

ثالثًا: أوضاع الأشخاص المتنقلين

الأشخاص المتنقلون

جميع الأفراد الذين ينتقلون لفترات طويلة
ويحتاجون إلى حد أدنى من الحماية.

المهاجرون

أشخاص ينتقلون باختيارهم بغرض العمل أو الدراسة
أو تحسين ظروف الحياة.

النازحون داخليًا

أشخاص أُجبروا على مغادرة منازلهم
دون عبور حدود دولية.

رابعًا: الحماية الدولية والمبادئ القانونية

حق الحماية الدولية

التزام الدول بحماية الأفراد من الاضطهاد
وضمان وجودهم القانوني والمادي.

مبدأ عدم الإعادة القسرية

مبدأ يحظر إعادة أي شخص إلى مكان
تكون حياته أو حريته فيه مهددة.

الترحيل القسري

طرد الأشخاص قسرًا دون سند قانوني.

الإعادة القسرية (Refoulement)

إعادة اللاجئ أو طالب اللجوء إلى بلد
قد يتعرض فيه للاضطهاد أو الخطر.

خامسًا: مصطلحات اجتماعية وإجرائية

حرية التنقل

حق الأفراد في الحركة والسفر
ومغادرة البلاد والعودة إليها.

الشتات

جماعات تعيش خارج موطنها الأصلي لفترات طويلة.

معسكر الاعتقال

مكان يُحتجز فيه عدد كبير من الأشخاص
تحت حراسة مسلحة.

عديمو الجنسية

أشخاص لا تعتبرهم أي دولة مواطنين لديها.

مذكرة فقد

محضر رسمي للإبلاغ عن فقدان مستندات.

الرقم المرجعي

رقم تصدره وزارة الخارجية لتسجيل اللاجئين
واستخدامه في إجراءات الإقامة.

الرعاية الاجتماعية

خدمات ومساعدات تضمن مستوى معيشي لائق
للفئات الأكثر احتياجًا.

المدارس المجتمعية

مراكز تعليمية غير رسمية لدعم حق الأطفال
في التعليم، خاصة اللاجئين.

التشغيل غير النظامي

تشغيل الأفراد دون الالتزام بالقوانين
المنظمة للعمل والإقامة.
